SENIOR ADMINISTRATIVE OFFICER: PROCUREMENT (DEMAND MANAGEMENT)
National Office (Tshwane)
(Inclusive remuneration package of R677 547.00 per annum)
The purpose of this position is to render administrative assistance in the Procurement Directorate. This position reports to the Deputy Manager: Procurement.
Key Performance areas:
• Assist in the development and implementation of the Annual Procurement Plan as well as Annual Performance Plan
• Assist with ensuring that the Annual Procurement Plan is in sync with all projects for feasibility of implementation
• Assist with the Annual Procurement Plan risk assessment
• Assist with the Annual Procurement amendments
• Ensure that the annual procurement plan is up-to date by facilitating the printing for CEO’s approval
• Assist with National Treasury reporting on Annual Procurement Plan
• Assist with the development of bid specifications for the Commission’s projects
• Preparation and submission of bid specifications to the Bid Adjudication Committee (BAC)
• Assist with the amendment of specifications as recommended by the BAC
• Assist with the provision of supply chain data for strategic planning and project forecasting
• Assist in conducting industry and commodity analysis for core products and services
• Assist in monitoring compliance to norms and standards, in association with Compliance Verification
Basic requirements: The successful candidate will require Matric/N3, a three (3) year national diploma or degree in the financial management/supply chain management field with at least 4 years relevant working experience in a Procurement environment having worked with the bid specifications; knowledge and understanding of the Public Finance Management Act (PFMA), Treasury Regulations is essential; knowledge and experience of Procurement and Supply Chain Management processes; knowledge of legal requirements relating to compliance; excellent computer skills with strong project management skills and experience; good written and verbal communication skills; the ability to work effectively in a team; good planning and organizational skills; the ability to work under pressure and a valid driver’s license.
