Job Purpose:
To ensure optimisation of the Divisional delivery value chain, through strategic planning, control and alignment of functional frameworks and operational delivery regarding ICT Applications (Enterprise Systems Development, Software Testing, Applications Support

Key performance areas:

  • Input and advise on strategic capability and leadership to contribute and implement to the overall Departmental strategy
  • Ensure operational processes to ensure effective management and utilization of technology in the City
  • Ensure governance and risk management compliance to ensure compliance with all relevant legislation, policies, processes and resolutions and minimize risk
  • Oversee the design, implementation of long-term strategic goals, tactical plans for managing and maintaining COE corporate systems and software. Ensure that proposed and existing systems architecture are aligned with COE goals and objectives. Provide architectural expertise, direction, and assistance to system analysts, system engineers, other system resources and software developers
  • Develop, document and communicate plans for investing in systems architecture, including analysis of cost reduction opportunities. Conduct research on emerging technologies in support of system development efforts and recommend technologies that increase cost effectiveness and system flexibility.
  • Ensure effective financial management and processes to ensure effective allocation and utilization of funds. Drive customer service orientation to ensure excellent customer service delivery to all stakeholders. Implement and manage effective people management to provide a meaningful context, setting performance standards in order to enhance productivity, capacity and high staff morale

Core Requirements:

  • BA Degree in ICT or relevant equivalent NQF Level 7 qualification
  • A postgraduate will serve as an added advantage
  • 8 years’ relevant management experience, of which at least 4 years must have been at Middle Management level

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.

Appointments will be made on a permanent basis to comply with the Local Government: Municipal Systems Amendment Act, 3 of 2022 and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest. Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes.
