FINANCIAL AND MARKET ANALYST
Department: Petroleum Pipelines Tariffs
Salary package: R652 858.00 – R939 971.00 per annum (CTC)

Purpose: Reporting to the Head of the Department: Petroleum Pipelines Tariffs, the incumbent will provide support to the team of analysts and be actively involved in the processing of tariff applications in terms of the Petroleum Pipelines Act, NERSA methodologies, guidelines, rules and any other relevant legislation and policy. The incumbent will also ensure compliance of licensees with all NERSA regulatory conditions and requirements and provide a supporting leadership role to Department.
Key responsibilities: * Assist in the development of tariff methodologies for the determination of tariffs for regulated entities in line with the overall regulatory objectives of NERSA and government policy * Assist in the determination of tariffs to be set or approved for the regulated petroleum infrastructure using the tariff methodologies mentioned above * Analysing tariff applications and make recommendations for the setting and approval of tariffs * Building financial models and or apply financial models in order to evaluate/analyse tariff applications * Assist in conducting market analysis and research on tariff related projects * Analysing Regulatory Financial Reports from licensees * Gathering industry information and maintain databases relating to the petroleum pipelines industry * Participate in projects, where required, in line with the Strategic Plan and NERSA’s Team-based Network Structure principles, either as a participant or a team leader.
Requirements: * A Bachelor’s Degree / B Tech Degree / Advanced Diploma (NQF 7) in Accounting, Economics or Finance as recognized by SAQA * Minimum Four (4) years relevant working experience that could be applied to Petroleum Pipelines Pricing and Tariffs * Be familiar with the following pieces of legislation and regulatory tools: The Petroleum Pipelines Act, 2003 (Act No.60 of 2003) [“the Petroleum Pipelines Act”], The Regulations made under the Petroleum Pipelines Act, The Rules made in terms of the Petroleum Pipelines Act, NERSA Tariff Methodologies for Petroleum Pipelines, Storage & Loading facilities; and The NERSA Regulatory Reporting Manuals (specifically, Volumes 1 and 4).
