Requirements :
- National Diploma (NQF Level 6) as recognized by SAQA in Human Resource Management/ Public Administration/ Public Management or equivalent. Valid Driver’s License. 3-5 years’ experience required. Persal certificates (minimum of 3 incl Introduction to PERSAL) COMPETENCIES/KNOWLEDGE: Knowledge: Departmental policies and procedures. HR related systems (PERSAL). Batho Pele Principles. Employment Equity Act. HR related prescripts. knowledge of registry duties, practices as well as the ability to capture data, and operate computer, working knowledge and understanding of the legislative framework governing the public services. Understanding of the work in registry. Knowledge of storage and retrieval procedures in terms of the working environment. Skills: Computer literacy. Analytical. Communication. Planning and organizing, analytical, planning and organizing. Teamwork, conflict management and people orientated, presentation skills and report writing.
Duties :
- Supervise and undertake the implementation and maintenance of human resource administration practices. Human Resource Provisioning (recruitment and selection, appointments, transfer/relocations, verification of qualifications, render secretariat functions during selection processes, absorptions/placements, facilitate inductions, monitor probationary periods etc.). Implement conditions of service and service benefits (leave, PILIR housing, medical aid, injury on duty, long service recognition, overtime, Facilitate termination of service and pension claims process, allowances etc.). Facilitate human resource planning and information management systems including maintain compliance in terms of HR information processes. Monitor HR Policy implementation. Monitor Persal staff establishment. Approve transactions on Personnel and Salary Administration system (PERSAL) according to delegations, Performance management. Assist in facilitating the provisioning of employee wellness and employee relations. Prepare reports on human resource administration and statistics. Handle human resource administration enquiries. Manage enquiries from internal and external clients. Supervise human resources / staff. Allocate and ensure quality of work. Personnel development. Apply discipline. Assess staff performance.
