ASSISTANT MANAGER: HUMAN RESOURCES ADMINISTRATION

(Inclusive remuneration package of R784,260.00 per annum)
The Assistant Manager will oversee the implementation of election staff recruitment and payment in accordance with the policies and procedures; assist with the HR systems relating to the recruitment and payment of all election staff; and administer all forms of leave and leave related aspects. The position reports to the Deputy Manager: Human Resources Administration.
KEY RESPONSIBILITIES
Provide input in the development of the recruitment and payment project plans, with specific emphasis on electoral related and expansion staff ; Identify improvements or gaps in standard operating procedures (SOPS), Recruitment and Payment Plans (RPPs) and revise/amend documents accordingly for approval and implementation; Make input into delegation framework to maintain effectiveness of procedures, and the controls required; Maintain comprehensive documentation of all the RPP records, including procedures, configurations, and troubleshooting steps; Provide regular reports on progress; Assist with the overall administration of leave, including special leave applications, unpaid leave, as well as terminations of permanent and fixed term contracts employees; Assist with proper access permissions and security on the SAP Time Management system; Provide technical support to users, handling and resolving queries relating to leave; Provide regular leave reports; Assist with leave provisioning reporting at year end; Work closely with SAP consultants to review and revise system enhancements on SAP; Assist with the development of HR systems such as SAP Time Management, ESS and ERS and advise on implementation processes; Monitor the systems’ performance and identify potential issues or bottlenecks; Troubleshoot technical problems and resolve issues related to the ESS, SAP Time Management and e-Recruitment System; Assist to install and maintain software updates and upgrades, ensuring system stability and security; Monitor electoral staff recruitment and payment data processing, including leave management; Ensure compliance with relevant laws, RPPs and regulations; Monitor active new electoral hires and terminations accurately; Facilitate the development of training materials and support/train users on how to use the relevant SAP Time Management modules, ESS and e-recruitment system; Conduct training on the systems to relevant stakeholders; Provide guidance on relevant systems and processes; Report and comply with financial transactions’ requirements, as well as personnel and legal obligations on a timely basis; Provide input in the determination of the budgets required for electoral staff related projects and leave provisions or leave pay-out; Appropriately communicate election staff information through team meetings, one-on-one meetings, email, and regular interpersonal communication; Facilitate communication between HR in the provinces, as well as RCSOs in the regions; Provide a centralised platform for managing all aspects of the election recruitment and payments processes; Provide a centralised platform for managing all aspects relating to leave management.
ESSENTIAL QUALIFICATIONS AND SKILLS
Qualifications:
• Relevant three-year tertiary qualification in the Human Resources, i.e. BCom or BA in HR or related field.
Experience
• 6 years relevant working experience of which at least 4 years’ experience must be at supervisory level
• Proven / evident successful experience in HR administration within public or private sector
• Project management
• SAP Time Management experience will be advantageous
